Who is eligible for the American Rescue Plan?

AI Overview

The American Rescue Plan, signed into law on March 11, 2021, was designed to help Americans respond to and recover from the COVID-19 pandemic, with eligibility varying depending on the specific program or initiative.

Here's a breakdown of who was eligible for different aspects of the American Rescue Plan:

General Economic Relief:

  • Economic Impact Payments (Stimulus Checks):

Individuals with a Social Security Number (SSN) and meeting certain income criteria were eligible for a one-time payment of $1,400 per person.

  • Earned Income Tax Credit (EITC):

The American Rescue Plan expanded the EITC, making it available to younger adults (ages 19-24, excluding students under 24 who are attending school at least part-time) and people aged 65 and over, as well as those without children.

  • Child Tax Credit:

The Child Tax Credit was increased to $3,000 per child for those over six and $3,600 for those under six, and the age limit was raised from 16 to 17.

  • Child and Dependent Care Tax Credit:

The legislation also expanded the Child and Dependent Care Tax Credit, allowing households to receive up to $4,000 for one child and $8,000 for two or more children.

  • Unemployment Benefits:

The American Rescue Plan extended and enhanced unemployment benefits, including a temporary increase to the weekly amount.

Specific Programs and Initiatives:

  • HOME American Rescue Plan Program (HOME-ARP):

This program provided funds for states, local governments, and territories to address homelessness and housing instability, with eligibility focused on individuals and families experiencing homelessness, at risk of homelessness, or fleeing domestic violence.

  • Federal Employee Paid Leave:

The American Rescue Plan established a new category of paid leave for selected Federal employees based on COVID-19-related qualifying circumstances.

  • EDA Programs:

Eligible applicants for Economic Development Administration (EDA) programs included state, county, city, or other political subdivisions of a State, Indian Tribes, institutions of higher education, and non-profit organizations.

  • Supplemental Nutrition Assistance Program (SNAP):

The American Rescue Plan extended the Pandemic-EBT program, which provides SNAP benefits to low-income children who have lost access to meals at school and child care due to the pandemic.

  • Health Insurance Subsidies:

The American Rescue Plan enhanced premium subsidies for those who buy their own health insurance, making more people eligible for larger subsidies or newly eligible for subsidies.

  • Transit Funding:

The American Rescue Plan Act provided funding for FTA apportionments to its Urbanized Area, Rural Formula, Tribal Transit, and Enhanced Mobility of Older Adults and Individuals with Disabilities programs.
